Rodgers was the 2nd Chief Intelligence Officer of the Office of Naval Intelligence (“ONI”), 12th President of the Naval War College (1909-1911), Spanish-American War Commander, Philippine-American War and China Boxer Rebellion Commander, & Civil War Era Annapolis Naval Academy Midshipman (1864-1868). This is a four-page autograph letter signed by Rodgers, datelined at the United States Embassy in Paris, France, March 11, 1897. He writes to his former commanding officer, John Grimes Walker (1835 – 1907), United States Navy Rear-Admiral, Civil War Naval Commander, Post-War Commodore, Acting Secretary of the Navy & President of the Isthmian Panama Canal Commission. Rodgers writes a glowing letter to his former commander, J.G. Walker, who will soon be retiring after an illustrious career in the US Navy.
