New. I ordered this online from Brylane Home a couple of years ago, opened the package and realized it would not fit my chair. Package does specify that it will fit most armchairs up to 43" wide. It is a very pretty shade of Teal, more Blue than Green. And, I think it should fit your armchair if the arms of it are not extra wide.
